Possibly in some areas, possibly not in others — Dubai is not one market but many. Prices in communities with heavy new supply can soften, while well-located areas with genuine end-user demand tend to hold up better. Rather than trying to forecast the whole market, look at the specific area's supply pipeline and demand. And protect yourself the same way regardless of direction: don't overpay versus real transactions, and make sure the rental yield works even if prices stay flat. If you're only buying because you expect prices to rise, a dip hurts; if you bought well on yield, it barely matters.

Waiting for prices to drop cost me two good rental years on a unit I eventually bought higher. If the deal works today, waiting has a cost too.
